OLD BUSINESS – REPORTS

4. Presidents Project Overview Report: (Bob Van Epps (BM)) Project is going well. Bob Reports a Fox Valley Tech source for lake burn. The details and cost are to be worked out later. Van Epps cautioned this is in the planning stages and open for discussion. Members brought up using the local fire department. Quimby had already approached local fire fighters for their willingness to handle the burn for a training class. Bob will follow up with the Weyauwega Volunteer Fire Chief. The sediment on the lake is baked hard. The plants in the lake will either be burned off or will drown. Van Epps reported NAH has not gotten back on the drawdown extension. All requested documentation has been delivered to NAH.

5. Rules Committee: A committee has been formed to define the rules that will apply to the use of the lake. The committee tentatively consists of: Jim Tolfa(Chair) - Kent Gerard and Ron Wiesman.

6. Fundraising Committee: (Jim Tolfa (BM) – Bob Radtke) Bob Van Epps reporting for Bob Radtke Please get the tickets back to Bob now so he can try to sell them from the bar. Jim Tolfa reported he would like the raffle moved to a date later in the year – after the Horse and Buggy days maybe the first week in October. He gave the reasons of the number of events that offer opportunities to sell tickets in the surrounding communities. This will be given another look next year. Bob Van Epps, tickets are now beginning to sell well. The drawing is this Sunday, August 13th.

7. Education Committee: (Bob Van Epps (BM) Lynn Ponto – Connie Abert) No report

8. Grant Committee: (Holly Martin (BM) – Caroline Zemple(BM)) No report

9. Lake Reclamation Committee: (Holly Martin (BM)Justin Sipiorski – Doug Nelson – Kaycie Stushek) A conference call was held with Martin and Nelson, (Sipiorski, Stushek and Johnson were unable to attend and sent regrets, the have been updated on the results of the call) to nail down a plan for pro-active planting. Troubled areas of the lake were identified and appropriate plantings were determined giving thought to future partial drawdowns and cost to plant. A Shoreline and Emergent planting recommendations were completed for home owners that would stabilize the shore and be esthetically pleasing while surviving the future partial drawdowns. The plan will now go to Ted Johnson and Justin Sipiorski for approval with attention to improving habitat for endangered species and fish populations.

10. City Projects Steering Committee: (Howard Quimby) Reported he had a meeting with Bill Forest on Aug 7th to determine the standing of the the permits needed to complete the rip rap project and the boat launches. The rip rap permit was approved by the DNR on August 3rd and is now in the hands of the City for 300 feet of shoreline along Peterson Park. Both boat ramp permits were approved August6th and are in the mail. Quimby reports and Bill Forest is in touch with the Bass club who are to assist the city with the financial costs of the boat launch repairs. Gerard brought to the attention of the group the need to take pictures before, after and during the repairs for documentation purposes.

11. Other Don Morgan brought his concerns relating to the people down river want to be made whole. What do they mean by that? He cautioned against any efforts other than that of the DNR to address this issue actively.

Don Morgan: Is there any merit in having a picture of the new river channel? He has a pilot that will take the picture for $100. Bob Van Epps already has pictures from the county that are high resolution satellite pictures and the club has aerial pictures given to them that were taken 6 month apart during the drawdown.

REPORTS

DNR Report: Ted Johnson - Draw down has gone well. The bottom was mostly muck and anaerobic conditions did not allow muck to be digested, this has been improved. Pre drawdown markers for lake bed were taken via GPS. They will be taken again to determine new level of the lake bottom, and success of the project. Plant samples were taken with 3 identified. This is expected to improve when the pond refills. Flowering Rush has two states: Sub-mergent and Emergent. Ted Johnson feels even though it is taking over the lake bed, this is not a big problem and recommends a wait and see position.

Trip downstream(below the dam): River systems below an impoundment are starved for nutrients and have a tendency to broaden and become shallow. The drawdown has corrected this with the new river channel being narrower and deeper with the water moving faster. This has caused major silt deposits along shorelines and the choking off of backwater areas, this is to be expected and is a sign of health. We did not lose any fish due to the drawdown, and the river bed is back to a normal narrower state.
Public comment: We have lots of muck build up that is seen as damage to property.

Question: Is there a benefit to leave it down another winter? All the sediment has gone down but all in all not much benefit. A cold winter will affect Asian milfoil by freezing them out – this is a positive gain.

Golden Sands: Kaycie Stushek: She works on aquatic invasive species. They do surveys of invasive species by identifying and mapping colonies. Technical assistance and training is also provided by Golden Sands. They are also willing to do workshops on: “How to monitor invasive species”, “How to remove invasive species” and “Clean Boats, Clean Water” program. Unfortunately there is no way to remove Zebra Mussels. Zebra Mussels are again under study for impact on the environment.

A slide show of pictures of the drawdown were presented.

NAH: Jeremy Classy: New ownership was announced. NAH has split into two companies, we will still be dealing with the same people as before. The drawdown was planned and orchestrated by a number of agencies including but not limited to: FERC (Federal Energy Regulatory Commission) and the DNR. Our Permit is up the 23ed of September, to extend the time the lake is down will need to be approved by the participating agencies and the public..

Question: are there Minimum and Max flow rates. Answer: Not sure exactly what they are but there are levels that must be adhered to.

City of Weyauwega: Don Morgan. All permits are in to the DNR. Two boat landing repairs and extensions, shoreline riprap.
DISCUSSION ON ISSUE OF DRAWDOWN EXTENSION

a. Should the lake be kept down until May 1st.

Comments by the board – Each board member gave their reasons for supporting or not supporting extending the drawdown until May 1 (The first day the DNR will allow the lake to be brought back up due to the turtles) All board members were in favor of the extension with the exception of Martin.

Ted Johnson. You will always have to manage plants, the drawdown will not eliminate this issue.

Howard Quimby: Can we do a controlled burn this fall to remove the dead weed debris and prevent it from insulating the unwanted seeds improving the winter freeze benefit? Answer Ted Johnson (DNR) This is a good idea, not now but in the fall. He will look into it and let us know how best to proceed.

Public Input:

Mary Livens: The River is so full of sediment Fish are dying and the turtles are gone.

Jay Heckler: Deep muck! It is so deep he almost lost his dog. He brought pictures.

Kathy Lodes : Wanted to be empowered. Has voiced her concerned wants lake back up

Tom O,Day: Not happy with river frontage – Tons of muck. Wants people made whole. Comment by Ted Johnson in response – He will look into what needs to be done to remove the massive amount of muck at this junction of the river. There may be some remediation the DNR can offer.

Joel Bohringer: wants to keep it down for the additional 9 months.

Tom ODay: Can we go back to “peeking” running of the Dam to scour the river bed clean of muck. Jeremy Classy comment: The federal policy is “Run of the River” and that is not likely to change.

a. Presentation by Justin Sipiorski PHd. Looking to associate with a lake association. Interest in the lower Waupaca river shed. Introduced Specie of interest Pug nose minnow. Favors weedy slow habitat. Only habitat was Lake Weyauwega in 1970. Two other species. River Darter and Western Sand Darter. May be in the lake. Samples need to be taken now while the lake is down and throughout the fill and after. John Lions state ichthyologist might like to come here. Fish ladder to reintroduce sturgeon to the lake and allow them to pass up and down the river system. Would bring diversity back to the lake. Mono culture of plants is a bad idea. Wants to build a group to take a watershed approach to manage the area. Bob Freckman herbologist at Stevens Point.

b. Education Report Lynn Ponto. New class of Environment Ed class. These kids would be tasked with the reporting but she will still have volunteers but this will double or triple her work force.

3. Report on Lake Plants and their impact on the lake by Doug Nelson - Motion Tolfa second Gerard to put this on the agenda.

Wet meadow and shallow marsh plants will erupt first. We will most likely need Lily pads in shallow areas, this will block light and prohibit other more undesirable plants while providing cover for fish . Submergent vegetation will help with fish food and nutrient loading. We could also add bull rushes to shallow areas. Native plants American lotus will compete against milfoil seed. Were some of the recommendations by Mr. Nelson.

4. Fundraising: Steve Thomas. Of the tanning spa will have another cookout and April 27-29 Jim Tolfa will sell brats.

Bob Radtke will be sending out letters next week for the $10,000 raffle: Raffle open to the general public 1st of May.

5. Education Committee

a. Beach Raking: The highschool kids came and raked the beach. The beach looks good. There is a warming house that needs to be worked on.
b. Summerfest July 22 Educational event. Need pamphlets
c. Purchase of 3 underwater Cameras:

6. Grant: Plant Consulting by Mr. Nelson consideration: Cost: @25 per hour for consulting for a grant for the necessary plants. (approx. $1,000). The grant would come from the DNR. Make sure to get references on past projects. This was agreed by the body.

7. Old Business:

a. Lake Project update; September 1st the lake refills. Restocking the lake will begin as the pool fills. Ice fishing needs to be suspended.
b. City of Weyauwega. Meeting Report: There was a meeting last summer to determine what the city will do to fix the boat ramps and the piers. Mayor Morgan reports this project has not moved forward to his knowledge. It was resolved that members of WLR will attend the City Public Works meetings to move this forward.
c. North American Hydro Status: NAH is not being sold. Jeremy is happy to work with us.
d. Google the Lake: need good pix of lake. Looking for satellite.

Education Committee Report: Lynn Ponto Money has not yet been received by Ponto. She will see where the 4K went. The school may have it. Ponto is authorized to purchase a new camera for the kids to use. She will send the bill to the treasurer. Susie Larson who has a PHD in lake studies may be available to help with the lake project, Ponto will find out. The students are testing for PH, Phosphorous and Oxygen in the water. They are also testing for turbidity downstream. They will have a new website, A facebook page was suggested.

Grant Report: We are a Lake Association. Now we need to target what we need grant money for.

New Business:

Repair docks and boat landing – City. Van Epps, Tolfa and Martin will attend the next City planning meeting and report back where this project stands.

Sale of NAH: No Report

Google Map of the lake: The county will do this for us. Follow up required.

Signage on the Lake: Meeting will be called of the board to determine.

Raking the Beach: Ponto will organize this. WLR will provide pizza for lunch.

Ron Wiesman was directed to send WLCC a letter acknowledging and thanking them for their donation of $2,00 toward our effort to restore Weyauwega Lake.

Fund raising report: Bob Van Epps/Bob Radtke: Mailing list to be reviewed by Radtke and Van Epps by March 1 with a mailing date of April 31st for the money raffle. Ron Wiesman asked that he be informed of the raffle dates for the Grill Raffle, Vacation Raffle and Money Raffle held during 2011.

Education Committee Report: It was indicated there has been no report of mileage submitted for reimbursement. Bob Van Epps indicated his intent to check with the DNR regarding what they have done regarding effects of the lake drawdown on the lower river.

Grant Report: No report: Bob Van Epps indicated effort should be made to seek grant replacement of native plants lost as a result of the drawdown. He indicated that DNR Specialist from Hartman’s Creek indicated the ducks will kill many of the plants the first year.

New Business: Jerry Schumocker was present looking for a way the Bass Club could become involved possibly establishing or improving boat launch sites on the lake. He requested he be furnished tentative plans that would allow the club to invest funds and labor. It was suggested the club should coordinate their involvement with the City Administrator. Schumocker’s contact information was entered into the membership rolls.
Sale of NAH: Howard Quimby inquired if anyone knew about the notice of sale of NAH to a company out east, as noted in the County Post. Bob Van Epps will check into this.

     a.  Archeological Survey : Discussion by the Group: Read the report discussion next             meeting

     c.  Payment for Lynn Ponto: Invoice to the City has been sent to the County for                 payment, Gas for the kids will also be taken out of this fund.
    d.  Waupaca Bass Club: They are interested in a joint project with WLR after                 drawdown complete to encourage fishing.
    e    Down Stream property owners:  Meeting with DNR at Gills Landing: After                 presentation by DNR Scott K. All N. Property was toured to see and explain remedy             for damage.

4.   Project Update Report – Bob V. Dave W
a.  Archeological Study- Draft Reprot  We have the draft, Dave W. brought the final Report to be posted on the Web site.
b.   Mapping Lake Bottom -  Plans are moving forward for mapping the lake bottom. This is important information we will not have another chance to map. Of most import are the springs at the west end of the lake where the islands are.
c.   Islands and Wildlife Sanctuary: In a meeting with the City, Scott Koehnke indicated that it is illegal to fire a gun within 500 feet of an Eagle nest.  The area by the islands Scott also stated were fu springs and a feeder creek (Whiskey Creek) that kept the area marshy. This may be a good setting for a managed sanctuary. When the lake bottom is mapped, this area will need careful consideration. Islands – Plan for improving  1. Groups who are interested in projects around the this wildlife sanctuary Organization Committee to form:  2. Sediment pond location and operation if necessary:
d.   Lake refuse cleanup Bob V.  The cleanup will be after the ground is partially frozen so we can get to the areas where the tires are. Right now they are in boggy soupy areas where you can not walk.
e. Permits needed to restore lake Bob V. In a discussion with the City Counsel, Scott Koehnke made clear how permitting will work. Boat Landings: a $50 permit and proof of ownership along with a plan. Piers: No permit needed if the pier will be 6ft wide or less. Rip Rap: $50 permit. DNR prefers 6” to 24” field stone.  Scott also requested that before anything is done to clear it with his office. 
f.  City Improvements: The City is planning on improving and repairing all existing boat launches. They are planning on extending the pier at the swim beach in Peterson Park so it will also serve as a fishing pier. The same kind of improvement is being considered for the boat launch pier on North Lake Street. There is a second canoe launch/portage planned for the north side of the lake near Mill Pond Circle.
            
5.   Fundraising Committee Report – Bob R & Jim T
a,  Hawaiian Vacation Raffle Final report  Jim T, The vacation raffle was also a success and made us $2,900. The winner was Ross Marks and he is going to Jamaica. Jim will also hold this raffle again in 2012.
b. Annual Raffle with two 5K prizes Final Report Bob R. will do another Raffle similar to the one he did this year, in 2012. This year’s raffle was successful.

7.   Grant Committee Report – Holly M.  Application is in the hands of the DNR -  

8.   New Business
    a. Public Comment – Tom O’Day. Reported to the group on the condition of the river downstream from the lake. Residents are becoming concerned by the amount of muck clogging the river. It was the suggestion of the group that pictures be taken for comparison and to document the condition of the river bed and the changes that are occurring. Tom asked that a meeting be set up with a DNR water expert to discuss a remedy for the river bed.

     a.    Archeological Study Progress Dave W. They were her he thinks, Bob R. talked to them but there is nothing to report
     b.     Mapping Lake Bottom  This will happen in the fall when there has been a frost since the lake bottom is still very soft and you can’t walk on it.
    c.     Lake refuse cleanup Bob V. This will happen after a freeze for the same reason as listed above. Tires need to be removed. 
     d.    Permits needed to restore lake Bob V. Holly M will call to see where we stand with this.
5.  Fundraising Committee Report – Bob R & Jim T.:
     a.    New London Cheese and Sausage Sat. Sept 10th – Still have 200 tickets. Hope to sell them here.
     b.    Hawaiian Vacation Raffle  Jim T, See above.  Jim T. will have the final numbers at the next meeting.
     c.    Annual Raffle with two 5K prizes:.Did not sell all tickets but enough to more than cover expenses, Bob with have the final numbers at the next meeting

7.  Grant Committee Report – Holly M. Met with Sheryl The form for the Lake district has been completed and sent to the DNR for approval. The approval is for status as a Lake Association.

8.  Islands – Plan for improving  - Bob V. Holly M will call the DNR to see what their take is on this

9.  Public Information Project Report Holly M.  1000 pamphlets were printed and most were distributed at the events and around Weyauwega.
